With version 3.1, the open source content management system (CMS) Joomla is introducing the ability to attach tags to content in all core components. The developers have also incorporated the MediaWiki single sign-on and the OpenStreetMap plugins into the core distribution and added a number of minor new features. The GeSHi syntax highlighter plugin was removed from the default installation as the developers consider it to be useful to only a small subset of their users.

Joomla 3.1 is an incremental update to the major 3.0 release from September 2012 that introduced a comprehensive redesign of the CMS's administrator interface based on Twitter's Bootstrap framework. With the introduction of tags in Joomla 3.1, users can not only tag all of their content in the Joomla core components, but also in extensions that support the new feature. When tags are changed or added, they do not change the publishing or access control state of content they are attached to. Tags can be used to implement multiple categories for content, something that has long been a requested feature for the CMS software.

A list of all features and bug fixes in Joomla 3.1 is available in the release notes on the project's Developer Network. The software itself can be downloaded from the project site. The developers say that users upgrading from Joomla 3.0 can expect a one-click update and will not have to perform a migration as if they were switching from Joomla 2.x to the new version. Joomla is licensed under the GPLv2.
