Samsung and NTT Docomo, the largest mobile telephony provider in Japan, are cooperating to develop a smartphone that uses Tizen, the Linux-based mobile operating system, according to a report by the Japanese Daily Yomiuri Online news site. Apparently, the devices are scheduled to come on the market in Japan and other countries during 2013. As well as Docomo, other mobile telephony providers including Vodafone and France Telecom and manufacturers such as Panasonic and NEC have also reportedly been contributing to the development of Tizen devices.

Tizen was created in 2011 by merging MeeGo and LiMo after Nokia had bowed out of the cooperation with Intel on their jointly developed MeeGo project. The development of Tizen is mainly sponsored by Intel and Samsung. Another MeeGo successor, Jolla's Sailfish OS, is also waiting in the wings – Engadget recently got its hands on the first Sailfish OS devices, which are destined for the Chinese market.

In September 2012, the Tizen project released an alpha version of Tizen 2.0 and there were already indications that a Tizen smartphone was in development by Samsung at that time.
